What do these icons mean, and how do they get set?

Hi gang! I’ve seen these icons for awhile, but I’ve always been curious on what they really mean. When I hover over these icons, the tooltip reads Very low reputation. Beware! But, this particular user’s posts were all upvoted to some degree. Why would these icons be added if the user has posts in the positive? And why are there two of them?

This isn’t some grand issue that needs solving, obviously, just curious about how it works. Thanks!
