what's "Vote quota used"?

when i go to my profile there’s “Vote quota used” and then a bar graph that’s roughly a third filled.
i am guessing you have a certain amount of upvotes within a certain timeframe but neither one is mentioned in that section!?

edit: i can’t select “choose answer” (does nothing) so i just flair it as solved
